BEIJING - China and Russia may achieve a major breakthrough in their stalled natural gas talks even before President Hu Jintao's state visit to Russia next week, Assistant Foreign Minister Cheng Guoping said on Tuesday. Addressing a news conference in Beijing, Cheng said related departments and companies from both countries are engaged in active negotiations, which have seen great progress. "If negotiations go smoothly, then I can say that in the near future, even before President Hu visits Russia, it's quite possible there could be a major breakthrough in natural gas cooperation," said Cheng, adding that Hu will visit Russia from June 15 to 18. "We believe that companies from both countries will reach agreements based on the principles of friendly consultation and mutual benefit," Cheng said. Last week, Vice-Premier Wang Qishan and Russian Deputy Prime Minister Igor Sechin signed a protocol for a Sino-Russian gas cooperation memorandum of understanding. Russian gas giant Gazprom and China National Petroleum Corporation (CNPC) "were given until 10 June to finish talks and prepare a range of commercial contracts for signing", Interfax news agency quoted Sechin as saying after his talks with Wang.
Gazprom and CNPC signed a framework agreement in 2009 on gas exports to China, but the negotiations became mired in differences over pricing. According to Xing Guangcheng, an expert on Russian studies at the Chinese Academy of Social Sciences, the optimism now shown by both sides may signal that they have bridged their differences over pricing, which will help finalize the major gas deal. "The deal is not an ordinary project between just two companies. It is a project of bilateral strategic importance, and it needs the determination of the leadership from both sides," said Xing. The launch of gas exports to China would break Russia's dependency on exports to the European market, according to Xing. On the other hand, importing natural gas from Russia will help China change its energy structure as the nation seeks to boost consumption of gas to cut carbon emissions and rely less on coal, said Xing. The Chinese Foreign Ministry announced earlier that Hu would pay state visits to Kazakhstan, Russia and Ukraine from June 12 to 20. President Hu will also attend the annual summit of the Shanghai Cooperation Organization (SCO) in the Kazakh capital of Astana and the 15th International Economic Forum in Saint Petersburg. According to Cheng, during Hu's stay in Russia, he will meet Russian President Dmitry Medvedev and Prime Minister Vladimir Putin. Hu will attend a concert commemorating the 10th anniversary of the signing of the China-Russia Treaty of Good-neighborliness, Friendship and Cooperation. The leaders will sign a joint statement on the 10th anniversary of the signing of the treaty, and China hopes that the leaders of both countries will jointly plan the direction for the development of bilateral relations over the next decade, Cheng said. The June 15 Astana SCO summit will mark the 10th anniversary of the organization, founded in Shanghai, which brings together China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. BEIJING -?Chinese Vice Premier Li Keqiang has pledged to take heavy-handed measures following food safety violations. Li, also head of the food safety commission under the State Council, or China's Cabinet, made the remarks Friday at the conclusion of a nine-day seminar on food safety, which was attended by chief officials at ministry and province levels. Li urges adopting strict and harsh punishments for food safety violations in order to deter violations in the most effective manner.
Li also urges improving the enterprise responsibility system in the food sector. All food enterprises should be covered in a food safety credit system, and those that have seriously violated the law and regulations should be closed and prohibited from entering the food sector in the future, Li said. He also called on government departments to intensify supervision and to leave no "blind spot" in the supervision. "Cases of official's malpractice in the food safety area should be seriously investigated and punished," he said. Moreover, Li called for better transparency in food safety information to respond to the public's concerns and deal with food safety emergencies in the timeliest manner. "Over the past decades, China has managed to provide the people with sufficient food, and we must make efforts to provide them with safe food," Li said. He also stressed that promoting food safety in China will help boost the domestic and international market of various Chinese products, as well as maintain social harmony. BEIJING - Chinese authorities have pledged more effective measures to regulate the manufacturing of batteries and other heavy metal industries to prevent heavy metal pollution and poisoning. These measures include strict market entry permission systems, better daily environmental management to ensure safe disposal of pollutants, intensified administration and punishment of violations and more information transparency to encourage the public's supervision, according to a circular issued by the Ministry of Environmental Protection (MEP) on Wednesday. For those regions where serious lead pollution and poisoning cases occurred, environmental authorities will suspend all environmental reviews and approval for new industrial projects in these regions, and prompt suspension orders will be handed down for the enterprises responsible for the poisoning cases, Tao Detian, the ministry's spokesman, said Wednesday. Criminal penalties will be imposed upon the heads of the responsible businesses, and local chief officials will also be held accountable for pollution incidents, Tao said. The circular came after a serious lead poisoning case in East China's Zhejiang province where pollutants from a local lead-acid battery plant had caused elevated blood lead levels in more than 300 people, including 99 children. According to a probe jointly conducted by the MEP and the provincial government in Zhejiang, the pollution was caused when lead dust leaked from the slits and holes around the exhaust ducts at the plant, and local government is also responsible for the poisoning for its failure to supervise and handle the case in an effective and timely manner, Tao said. A total of 53 people received treatment in hospital and they are now stable, Tao said. Also, lead levels in the soil, water and crops in the plant's surrounding areas were tested and found to be within legal limits, he added. BEIJING - China will use 630 million yuan ($97.83 million) to fund pilot programs created for the purpose of preventing the production and sale of illegal cooking oil, the Ministry of Finance (MOF) said on Tuesday. Thirty-three cities and districts across the country will receive the funds, including?Chaoyang district of Beijing,?Suzhou of Jiangsu province?and? Shijiazhuang of Hebei province?according to a notice posted on the MOF's website. The decision to distribute the funds was jointly made by the National Development and Reform Commission, the MOF and the Ministry of Housing and Urban-Rural Development. The programs will focus on turning kitchen waste into useable resources to prevent cooked oil from returning to dinnertables. China produces about 28 million metric tons of kitchen waste every year, said Nie Yongfeng, a professor of waste treatment at Beijing's Tsinghua University. China has cooperated with Japan to run similar pilot programs in its cities of Qingdao, Guiyang, Xining and Jiaxing. The programs have been used to recycle kitchen waste, used tires and discarded packaging. cotton bags, messenger bag, reusable bags- China fulfills all targets of its Human Rights Action Plan |
BEIJING - All targets and tasks set by the National Human Rights Action Plan of China (2009-2010) have been fulfilled as scheduled, said a report released on Thursday by China's State Council Information Office (SCIO). The report was titled Assessment Report on the National Human Rights Action Plan of China (2009-2010). It said that all measures stipulated in the Action Plan had been put into practice, with all the goals achieved and tasks fulfilled in due time by the end of 2010. In addition, the report said "35 percent of the binding targets and over 50 percent of the targets concerning the people's livelihood had been met ahead of time or exceeded." In April 2009, the SCIO published the National Human Rights Action Plan of China (2009-2010). It is China's first national plan on the theme of human rights. Since the Action Plan was promulgated, a joint meeting mechanism was created to coordinate the implementation, supervision and assessment of the Action Plan, and ensure its effectiveness. The joint meeting mechanism, which has organized two assessments for the implementation of the Action Plan, consists of various governmental, legislative and judiciary organs, as well as social groups and non-governmental organizations. "The fulfillment of all targets and tasks in the Action Plan as scheduled shows that the cause of human rights in China has entered a new stage," said the report, adding "This is a significant achievement made by the Chinese government." The report also admitted that the cause of human rights in China was still facing many challenges. It pledged to continue pushing forward the cause of human rights in China to ensure more secure, dignified and happy lives for Chinese citizens. cotton bags, messenger bag, reusable bags- Blueprint for fair demolition compensation
cotton bags, messenger bag, reusable bags- Blueprint for fair demolition compensation | |||||
Beijing - The central government is requiring that compensation for properties reclaimed for demolition equal at least the market price to protect property owners' rights and interests and reduce related conflicts. The Ministry of Housing and Urban-Rural Development said on its website on Tuesday that work on property evaluation must be done by a qualified third-party rating institution, chosen after consultation with local residents. The notice also required that the value of land where the property is located as well as indoor decorations and relocation settlement costs be taken into consideration for compensation.
According to the regulation, local governments are forbidden from using administrative powers to forcibly demolish residents' properties, and disputed cases shall be determined by courts. Analysts said the latest notice was of great importance in setting fair compensation for home demolitions, which have provoked a number of high-profile incidents during forced relocations in recent years. "The central government strived to establish fairness in a series of rules on property evaluation. It's an obvious improvement," Wang Xixin, a law professor in Peking University, told China Daily on Wednesday. Wang is one of the five law professors who wrote an open letter to the National People's Congress, the top legislature, urging a revision of the country's demolition regulation at the end of 2009 - an event that captivated public attention. Wang said there are still some loopholes on detailed procedures for property evaluation, which would weaken its credibility among the public. "For instance, according to the notice, local governments will pay for the expenses on property evaluation. In this case, property owners will query the credibility of evaluation institutions when they can't get expected compensation," he said. Also, property owners should have the right to choose institutions from across the country, instead of the current limited choices among local institutions, he added. Li Chang'an, a public policy professor at the Beijing-based University of International Business and Economics, said whether local residents could make good use of their rights would also be a big problem in the future. "There were always many households living on the same street. Therefore, it will be difficult to decide on an ideal institution for property evaluation as everyone has different choices," he said.
