BEIJING -?China aims to reduce energy consumption per unit of GDP by 16 percent in the five years to 2015, Premier Wen Jiabao said Saturday at the opening of the parliament's annual session.
Carbon dioxide emission is set to be slashed by 17 percent in the five years on the basis of 2010, as part of the country's "active efforts to grapple with climate change," Wen told nearly 3,000 deputies of the National People's Congress (NPC).
The reduction target will move China closer to achieve its pledge to cut carbon intensity by 40 to 45 percent by 2020, relative to 2005 levels.
In the five years to 2010, China achieved a 19.1 percent decrease in energy consumption per unit of GDP, Wen said in a government work report to be reviewed by the lawmakers, which was close to official target of a 20 percent cut,
According to the draft 12th Five-year Plan (2011-2015) for China's economic and social development, also released Saturday for reviewing, the proportion of non-fossil fuels in China's primary energy consumption should reach 11.4 percent by 2015, from 8.3 percent in 2010.
The government has pledged to increase the ratio to 15 percent by 2020.
Other targets for China to address climate change and pollution issues include a rise of forest stock by 600 million cubic meters and a rise of forest coverage to 21.66 percent by 2015, from 20.36 percent last year, Wen said.
The emission of major pollutants would be reduced by 8 to 10 percent in the 2011-2015 period, he said.
Those targets are parts of the government efforts to revamp its economy to a sustainable growth as the current model, relying heavy on massive consumption of fossil energy, has caused pollution and depletion of resources.
Wen said on February 27 that China would never exchange a high economic growth rate at the cost of harming the environment.
China should give a boost to the use of clean energy, such as nuclear power, and wind, solar and biomass energies in the following five years to trim dependency on coal, which contributes 70 percent of China's total energy consumption, Zhang Guobao, former head of the National Energy Administration, told Xinhua Friday.
The government would also cap total energy consumption at 4 billion tonnes of coal equivalent by 2015, an annual increase of 4.24 percent in the five years, he said. Last year, the country consumed 3.2 billion tonnes of coal equivalent, he added.
"The task of energy conservation and emission cuts is arduous", he said, noting "with determination, the goals can be achieved".

BEIJING - China's State Bureau of Surveying and Mapping (SBSM) has published a list of 46 domestic websites that offered online mapping services without obtaining permission, warning they would be punished if they fail to obtain approval after July 1.
Those websites include www.map.homelink.com.cn, www.beijing.map.8684.cn and other websites from which many Chinese Internet users search for bus routes or find the locations of real estate projects, according to a notice posted on SBSM's website Monday.
The SBSM did not elaborate on what punishment the website operators might face.
China launched a nationwide campaign to eliminate illegal online mapping services in March.
Administered by a coordinating board made up of 13 ministry-level agencies headed by the State Bureau of Surveying and Mapping, the campaign is expected to address major violations, including unauthorized disclosure of confidential information on the maps and mistakes in drawing the country's borders, especially on islands and coastal areas.
China introduced a new licensing system for Internet mapping services last May and required all providers to acquire a license before the end of March.
As of mid-February, licenses had been granted to 105 websites across the country, including search giant Baidu, leading portal Sina, Nokia and China Mobile, the country's largest telecommunications operator.

BEIJING - The Chinese government has allocated 5 billion yuan ($770 million) in a special fund to improve the safety of primary and junior high school buildings, the Ministry of Finance said Thursday.
The fund will be mainly used to support the building renovation projects in rural areas in the country's central and western regions prone to geological disasters, said a statement on the ministry's website.
The statement said the central government has budgeted a total of 14 billion yuan on a nationwide three-year project aimed at reinforcing school buildings against disasters such as earthquakes, landslides, floods and typhoons. The project began in 2009.
Data shows China has nearly 400,000 primary and junior high schools, with the number of school buildings topping 2 million. The statement said the safety of these buildings concerns the lives of nearly 200 million students and 13 million teachers.

BEIJING - Chinese auditors found that 4,247 low-rent housing units financed by the government were improperly leased to unqualified families last year, the country's chief auditor said Monday.
Liu Jiayi, head of the National Audit Office, made the statement in a report submitted to the 21th session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.
A total of 4,247 low-rent homes were leased to unqualified families in 16 cities in eight provinces and autonomous regions. Of these homes, 4,407 were sold or rented illegally or used for purposes other than housing low-income earners, Liu said.

BEIJING - China investigated 56,000 trademark rights infringement cases in 2010, an increase of 9.78 percent year on year, an official said on Sunday.
During the 11th Five-Year Plan period (2006-2010), a total of 265,000 cases concerning trademark violations had been investigated, an annual average of 53,000 cases, said Fu Shuangjian, vice director of the State Administration for Industry & Commerce.
Protecting trademark rights is crucial to carrying out national strategy on intellectual property rights (IPR) protection, and to promoting innovation, Fu told a press conference on the sidelines of the national parliamentary session in Beijing.
Fu said China would further clamp down on trademark violations and strengthen supervision over online shopping, targeting fake goods.
According to the Ministry of the Public Security, 3,001 people involved in IPR violation cases have been arrested since November for producing and selling counterfeit goods or spreading pirated videos and softwares online.
Chinese police launched a special campaign since November, targeting at fake goods ranging from food, medicine, cosmetics, to electronics, home appliance, and DVDs.
The police have busted 2,546 production dens of counterfeit goods and 1,132 criminal rings connected with the sale of fake goods, worth 4.5 billion yuan (680 million U.S. dollars), said the ministry's report distributed at the press conference.
In particular, the police targeted websites providing counterfeit and pirated goods, and had shut down 292 such websites in the crackdown, said the report.
Meanwhile, the police kept a stern line on faking famous brands, seizing copied goods worth 300 million yuan (45 million U.S. dollars), including fake Louis Vuitton bags and Rolex watches.
An online shop operated by a person surnamed Xu was closed after Hunan police found 26,000 mobile phones faked as popular Nokia and iPhone handsets were sold nationwide.
The inter-ministerial crackdown would last until the end of this month, but Li Chenggang, head of the Department of Treaty and Law under the Ministry of Commerce, said related departments were considering an extension of it.
He added that the government's eventual goal was to establish a long-term protection mechanism instead of resorting to frequent crackdowns.

CHONGQING - China discovered and investigated 1.7 million cases of misconduct in its forestry sector and recovered economic losses totalling 7.29 billion yuan ($1.12 billion) during its 11th Five-Year period (2006-2010), an official with the State Forestry Administration (SFA) said on Tuesday.
China has made great progress in supervising and managing its forestry resources over the past five years, Jia Zhibang, head of the SFA, said at a work conference on the management of forestry resources.
"Preserving and developing forestry resources has become an important task in safeguarding our ecosystem," Jia said.
During the 2006-2010 period, China introduced a mechanism to assess the ecological function and value of its forestry industry, he said.
China's carbon reserves in the forestry weigh in at 7.81 billion tons, and revenues generated from its eco-service functions reach 10.01 trillion yuan annually, according to Jia.
China invested 297.9 billion yuan in its forestry sector during the 11th Five-Year period (2006-2010). This investment was mostly directed toward ecological construction and forestry sector reforms, according to the SFA.

Almost all Chinese travellers stranded in Egypt had returned home by planes sent by the government, the foreign ministry said?Thursday.
A total of 1,848 Chinese, including those from Hong Kong, Macao and Taiwan, had been flown back by Thursday afternoon, the ministry said in a statement. The Chinese government has organized eight flights from four Chinese airline companies to Egypt since January 31.
The last two planes, belonging to China Eastern Airlines, returned to Beijing from Egypt Thursday, bringing back a total of 431 Chinese citizens, according to the ministry.
